Nuclear Conventions Seen to Unlock PH Energy Roadmap

Manila: The ratification of key international nuclear conventions is seen as critical to unlocking the Philippines' long-term nuclear energy program, with officials saying these agreements will provide the legal and safety framework needed for its rollout. During a Senate Committee on Foreign Relations hearing on Tuesday, Energy Utilization Management Bureau Director Patrick Aquino said the conventions form part of the country's obligations as it moves toward civilian nuclear power development and compliance with international standards set by the International Atomic Energy Agency (IAEA).

According to Philippines News Agency, Aquino emphasized the importance of these conventions, stating that they assure regulatory certainty and compliance with IAEA requirements. He noted the agreements cover essential areas such as nuclear safety, liability in case of incidents, and the management of spent fuel and radioactive waste. These factors are seen as crucial in building public trust and attracting private sector participation.

Sen. Sherwin Gatchalian questioned why the nuclear energy agenda could not be pursued without these conventions and inquired about their benefits. Aquino responded that the treaties would establish a clear compensation framework in the event of nuclear incidents, providing assurance to the public and defining the liability of concerned parties. He explained that being part of a liability framework would ensure that Filipinos have recourse once domestic remedies are exhausted.

The Department of Energy, through the Nuclear Energy Program Inter-Agency Committee, is finalizing the ratification package, with submission to the Department of Foreign Affairs targeted on or before June 9 for endorsement to the Office of the President.
