Northern samar: The Northern Samar provincial government is optimistic about addressing the frequent power outages in the province with the construction of the proposed Catarman-Allen-Victoria Transmission Loop, designed to stabilize the province's power transmission system. The project is set for completion in 2028, and coordination meetings are underway with the National Grid Corporation of the Philippines (NGCP) and municipal government to ensure its success.
According to Philippines News Agency, Jhon Allen Berbon, head of the Northern Samar Provincial Economic Development and Investment Promotions Office (PEDIPO), highlighted the proposed construction of a five-hectare substation in Victoria town as a critical component of the project. This facility is expected to play a key role in reducing brownouts and improving electricity reliability, especially during system disturbances affecting the Palanas-Cara line between Calbayog City in Samar and Catarman in Northern Samar.
The Victoria substation will serve as an alternative power route within the transmission loop, helping stabilize the electricity supply when outages occur at the Palanas-Cara Substation. The facility is also designed to support the integration of renewable energy sources and prepare Northern Samar for increasing power demand in the coming years.
The Catarman-Allen-Victoria Transmission Loop aims to create a more flexible and resilient transmission network by providing multiple pathways for electricity flow. This enhancement is expected to significantly improve power reliability not only in Victoria but across Northern Samar. Complementary coordination meetings have also been conducted with the local government unit of Catarman to discuss the proposed two-hectare switching station, which will serve as another component of the loop.
