Bago city: The management of Negros Occidental District Jail-Male Dormitory (NODJ-MD) in Bago City has dismissed allegations of abuse against persons deprived of liberty (PDLs) and visitors, which were brought forward by Kabataan party-list Rep. Renee Co in a privilege speech on December 15.
According to Philippines News Agency, the Bureau of Jail Management and Penology-Negros Island Region (BJMP-NIR) released a statement on Thursday, indicating that NODJ-MD warden Supt. Crysrel Awe submitted a detailed explanation as directed by regional director Chief Supt. Brendan Fulgencio. This was in response to the issues raised against the management, as part of an ongoing investigation. Senior Insp. Juniven Rey Umadhay, the BJMP-NIR regional spokesperson, stated that the explanation vehemently denied the allegations and included photographic evidence to refute the claims.
Regarding the conduct of strip and cavity searches, the management clarified that these procedures are part of the lawful policy of the BJMP, in accordance with BJMP Standard Operating Procedures 2010-05. They emphasized that no record of visual cavity searches by jail officers exists. Strip searches are conducted by female officers only for spouses requesting conjugal visits. The management highlighted these security measures, citing recent confiscations of illegal drugs, smartphones, a firearm, and an incident involving the shooting of a jail officer.
In response to claims of inhuman food conditions for PDLs, the NODJ-MD management provided a menu list and photographs of food served during meals, which were taken weeks before the claims were made. They argued that this evidence contradicts the allegations.
To counter claims about the cessation of sunning privileges, farming activities, and the Alternative Learning System (ALS) program, the management submitted photographs showing PDLs participating in these activities prior to the complaint filed by Kapatid Negros on December 4. The management reported that PDLs earned over PHP100,000 from Christmas lantern livelihood and farming activities by December 17, as supported by an affidavit from the welfare development officer.
Addressing allegations about the lack of medical services, the management submitted photographic evidence of medicine distribution and the availability of medical stocks in the clinic for regular distribution to PDLs.
Umadhay reiterated a reminder from the regional director of BJMP-NIR to officers and wardens about the consequences of violating their oath, should substantial evidence justify such actions. He also encouraged complainants to provide additional evidence beyond verbal and written claims to support their allegations.
