NCC Intensifies Efforts Against Online Sexual Exploitation of Children

Manila: The National Coordinating Center Against Online Sexual Abuse or Exploitation of Children and Child Sexual Abuse or Exploitation Materials (NCC-OSAEC-CSAEM) has intensified its nationwide awareness and prevention efforts as the Philippines marks Safer Internet Day 2026, emphasizing shared responsibility in keeping children safe. In a Bagong Pilipinas Ngayon interview on Monday, NCC-OSAEC-CSAEM Officer-in-Charge and Executive Director Barbara Mae Flores highlighted the national theme for this year's observance, 'Ako, Ikaw, Tayo Konektado at Protektado Laban sa OSAEC at CSAEM,' which underscores the need for collective action amid digital connectivity.

According to Philippines News Agency, Flores stated that while the internet is an integral part of modern society, the goal is to ensure it is safe for everyone, especially children. She noted the effectiveness of government campaigns against online sexual exploitation is measured through increased reporting, despite official reports remaining low compared to studies showing a high number of victims.

New initiatives have been rolled out by the government to enhance enforcement and prevention, including the launch of the Philippine Strategic Action Plan Against OSAEC-CSAEM in December 2025. This plan outlines multi-sectoral programs aimed at addressing online child exploitation. Flores mentioned the intent to engage more with educational institutions to train teachers in identifying red flags and emphasized the importance of digital literacy among parents and caregivers.

The agency is advocating for amendments to Republic Act 11930 to enforce greater responsibility on technology platforms and the financial sector. Flores stressed the need for platforms to prevent misuse that facilitates online exploitation.

For Safer Internet Day 2026, the NCC has partnered with the Department of Education for a nationwide learner-focused campaign on online safety. Collaborations with local government units and organizations like the Stairway Foundation aim to train officials in identifying red flags and raising community awareness. Continuous engagement with online platforms such as Meta and Roblox is part of the strategy to strengthen child safety protocols.

Flores identified low reporting and stigma as significant challenges in addressing cases of online sexual exploitation. She emphasized the need for sustained awareness efforts and reminded the public to practice caution online, advising against sharing excessive personal information.
