Mobile Clinic Offers Birth, Marriage, Death Registration in Laoag

Laoag: The city government of Laoag, in partnership with the Philippine Statistics Authority (PSA), set up a mobile clinic at the City Hall auditorium offering free civil registration services to residents.

According to Philippines News Agency, the three-day event set from Monday to Wednesday, organized by the City Civil Registry Office, forms part of the ongoing Pamulinawen Festival celebration, bringing government services closer to the people. "This is a big help to our constituents with correction of entries in their birth registration records," said Jean Manuel, head of the City Civil Registry, in a statement Tuesday.

The initiative supports the national government's Birth Registration Assistance Project (BRAP), which deploys mobile registration teams to provide free services to vulnerable groups. The event also coincides with the observance of Civil Registration Month this February. Services offered include registration of legal instruments such as affidavits of admission of paternity, legitimation, use of the father's surname, as well as death and marriage registrations.

City Councilor Enrico Ang encouraged the public to avail of the services. "We thank the City Civil Registry and the PSA for this initiative, which enables us government servants to better plan for health, education, and other public services," Ang said in a statement.

In a 2025 United Nations Economic and Social Commission for Asia and the Pacific report, the Philippines' BRAP was cited as a civil registration model for achieving over 90 percent coverage of birth and death registration using technology and involving government and civil society partners. Various local government units in the province have stepped up measures to speed up civil registration processes even in remote areas to ensure no one is left behind.
