MGB Issues Mining Contracts to 21 Small-Scale Operators in CamNorte

Camarines norte: The Mines and Geosciences Bureau in Bicol (MGB-5) has issued Interim Small-Scale Mining Contracts (ISSMCs) to 21 small-scale mining operators in Camarines Norte as part of a government push to legalize illegal miners and capture revenues lost to the black market, an official reported Wednesday. MGB-5 chief of Mine Safety, Environment and Social Development Division Jose Marcel Laud said the issuance follows Department Administrative Order No. 2026-08, which facilitates the formalization of small-scale mining and promotes equitable utilization of mineral resources.

According to Philippines News Agency, Laud stated in a press conference that the MGB aims to legalize illegal small-scale miners. He mentioned that there are two mining areas in the Bicol Region, located in Masbate and Camarines Norte. The issuance of these ISSMCs is intended to help small-scale miners strengthen coordination, facilitate regulatory compliance, and gain direct access to government programs and services.

Laud emphasized that previously, the government couldn't generate revenue from these miners. However, with the new directive and thrust of the MGB, they are being legalized through the issuance of interim contracts. These contracts give miners two years to complete all necessary requirements. Without legalization, the revenue would continue to go to the black market.

Currently, 21 small-scale mining contracts have been issued, and the miners are reportedly pleased with the newfound legality. They are now collaborating with the government to perfect their contracts, ensuring that the gold they produce will be sold to the Bangko Sentral ng Pilipinas.

To further support the miners, a one-stop shop of government services was conducted in Camarines Norte from May 20 to 21. During this event, officials observed mining areas, assessed ground conditions, and engaged miners on responsible practices, occupational safety, and environmental management.

Laud assured that there are enough embedded personnel in all provinces, with increased efforts in Camarines Norte to ensure the monitoring and regulation of small-scale mining in the region. The agency remains committed to promoting formalization, regulation, and sustainable development of small-scale mining across the country.
