LTO Files Charges Against Truck Driver in Fatal Isabela Collision

Luna: The Land Transportation Office (LTO) has filed administrative charges against the driver of a dump truck who was involved in a collision with a passenger jeepney that killed three people in Luna, Isabela, on Wednesday. In a statement on Thursday, LTO Chief Assistant Secretary Markus Lacanilao assured that the truck driver will be held responsible for traffic law violations if found guilty by the LTO in its ongoing investigation.

According to Philippines News Agency, the LTO Region 2 (Cagayan Valley) issued a show cause order (SCO) in which the truck driver is facing administrative charges of 'reckless driving' and 'improper person to operate a motor vehicle.' The driver has been asked to submit a comment or explanation on why his license should not be suspended or revoked by the agency.

If the driver fails to submit an explanation and appear at a hearing with the LTO, their right to be heard will be waived, and the LTO will conclude the investigation based on the available information. The LTO's charges are purely administrative in nature, and the truck driver may face separate criminal charges.

On Wednesday, the Land Transportation Franchising and Regulatory Board (LTFRB) ordered an investigation and the prompt release of insurance payouts to the victims of the road crash. In a video that went viral on social media, a dump truck was seen turning into the opposite lane on a highway in Luna, allegedly due to loss of control, until it collided with a passenger jeepney. The collision severed the jeepney's roof from the rest of the vehicle.
