Legazpi Shelter for Vulnerable Sectors Nears Completion

Legazpi: A PHP 400 million facility that will provide shelter and support services to abused women, children, and neglected senior citizens in this city is nearing completion and is expected to open within the year. In an interview after Monday's flag-raising ceremony, Mayor Hisham Ismail said the Haven for Women and Children and Home for the Aged in Barangay Estanza is now about 92 to 95 percent complete, with operations targeted to begin by the third or fourth quarter.

According to Philippines News Agency, the facility is expected to serve not only residents of Legazpi City but also beneficiaries from across Albay and the Bicol Region seeking assistance. The center will cater to three vulnerable sectors - women, children, and senior citizens - particularly those who have experienced emotional or physical abuse or have been abandoned or neglected by their families. "For senior citizens who have lost their spouses, were abandoned, or can no longer care for themselves at home, this facility will provide them with a place to stay," Ismail said.

Built on a 5,098-square-meter site, the facility is designed to offer temporary shelter and comprehensive care services, including therapy rooms, observation areas, and psychological support services. Once operational, it will be managed by the Department of Social Welfare and Development (DSWD) regional office.

Meanwhile, Ismail said the city government will continue improving services following Legazpi's inclusion among the top 10 best cities in the Philippines, according to the latest World Trade Index. "We will continue to aim to become better and, of course, strive to be the best. We will keep doing what is right, address the needs of our constituents, and support agencies to make them more effective and efficient," he said.

He added that strengthening services at the grassroots level remains a priority, noting that addressing long-standing concerns in barangays contributes to overall local development. Ismail also cited ongoing projects, including rehabilitation and repair initiatives, as well as support for partner agencies such as the Philippine National Police, Bureau of Fire Protection, and Philippine Coast Guard. "This year, we will provide additional support to further strengthen safety in the city, including motorcycles for the police and two electric vehicles," he said.
