Lacson Upholds Senate Procedure in Flood Control Inquiry Amidst Criticism

Manila: Senate President Pro Tempore and Blue Ribbon Committee chairman Panfilo Lacson emphasized the importance of adhering to traditional protocols in the ongoing investigation into flood control irregularities. Lacson defended the established practice of inviting House of Representatives members to Senate hearings, underscoring the necessity of maintaining inter-parliamentary courtesy during the inquiry.

According to Philippines News Agency, Lacson highlighted that invitations to current House members are routed through the Office of the Speaker, aligning with the long-standing procedure under the bicameral legislative system. "Since the Philippine Congress first operated under a bicameral system, inter-parliamentary courtesy between the two chambers has already been observed," Lacson communicated to reporters, explaining that the Senate consistently channels all invitations to congressmen through the Speaker.

This clarification was in response to concerns raised by Senator Rodante Marcoleta regarding the probe's conduct. Marcoleta expressed reservations about endorsing the partial committee report and criticized the process for lacking transparency. He noted that the report was disseminated via a link for printing with a watermark, without clear authorization, leading to doubts about its legitimacy.

Marcoleta called for additional hearings and witnesses to ensure a thorough investigation. He insisted that all aspects of the inquiry must be exhaustively addressed before endorsing any findings. "We need to ensure everything is covered . no stone unturned. Once everything is established, I will sign," Marcoleta stated.

He also mentioned that former Speaker Ferdinand Martin Romualdez's recent statements indicate his willingness to discuss the issue, suggesting that he should be invited by the Senate to contribute to the investigation.
