Japan Honors Zubiri and Ex-DOTr Chief for Strengthening Bilateral Ties

Manila: The Government of Japan honored two Filipinos for their contributions to strengthening Japan-Philippines relations in diplomacy, infrastructure, and economic cooperation.

According to Philippines News Agency, the Embassy of Japan in Manila announced that former Senate President Juan Miguel Zubiri received the Grand Cordon of the Order of the Rising Sun, while former Transportation Secretary Jaime Bautista was conferred the Order of the Rising Sun, Gold and Silver Star under Japan’s 2025 Autumn Conferment of Decorations on Foreign Nationals.

Zubiri, who served as Senate president from 2022 to 2024, was recognized for his leadership in advancing inter-parliamentary exchanges and supporting bilateral initiatives, including the Japan-Philippines Economic Partnership Agreement. He also backed efforts to deepen security and defense cooperation, such as the early approval of the Reciprocal Access Agreement between the Self-Defense Forces of Japan and the Armed Forces of the Philippines.

Meanwhile, Bautista was honored for his significant role in strengthening bilateral ties in infrastructure, transportation, and urban development during his tenure as Secretary of the Department of Transportation from 2022 to 2025. He oversaw the implementation of major Japan-assisted projects, including the Metro Manila Subway Project (MMSP), ensuring its continued progress under Japan’s Official Development Assistance.

Before his government service, Bautista also served as president of Philippine Airlines, where he helped expand air connectivity between Japan and the Philippines, notably through the opening of the Haneda-Manila route, enhancing tourism and business connections.

The Order of the Rising Sun is among Japan’s highest distinctions, awarded to individuals who have made significant contributions to international relations, culture, and public service. Through this conferment, Japan reaffirmed its appreciation for the enduring partnership and shared commitment of both nations toward peace, prosperity, and mutual development.
