Iloilo city: The local government here will regulate vending and other activities in line with the observance of the 2025 All Saints’ and All Souls’ Days. Executive Order 108, signed by Iloilo City Mayor Raisa Tre±as and released on Monday afternoon, said the city “must strike a balance between the use of public places vis-a-vis the provision of livelihood economic enhancement to indigents.”
According to Philippines News Agency, the influx of people during said observance induces commercial activity, particularly the vending of flowers, food, beverages, candles, and other related commodities, which form part of the customary practices associated with the occasion. The regulation is to prevent obstructions to vehicular and pedestrian traffic, and to ensure peace, order, and public safety within and around cemeteries and other areas where people congregate.
The order strictly prohibits alcohol beverages; poisonous and highly combustible materials; unregistered drones; unlicensed or those without permits to carry firearms; medium and/or large speakers, videoke machines, and/or any other acoustic device that may cause loud sounds; gambling and any of its paraphernalia; and overnight staying and littering within, around, and the immediate vicinity of private and public cemeteries, memorial parks, graveyards, and similar places. The prohibition starts at 12 a.m. on Oct. 30 until 11 p.m. on Nov 2.
The EO noted that only accredited vendors with a special permit from the city mayor’s office shall be authorized to engage in the sale of goods within the prescribed period. The selling of flowers has to be in designated areas, including Yulo Drive (across the barangay hall of Barangay San Jose) and part of Osme±a Street in Arevalo District; MH Del Pilar Street (the stretch of the road across BDO to Locsin Street) in Molo; O±ate Street in Mandurriao; Iznart Street to corner Aldeguer and De Leon Street in City Proper; and Rizal Street in Jaro District.
The public is also advised to practice the ‘Clean As You Go’ policy. “All individuals are enjoined to properly dispose of their waste materials only at designated waste disposal stations,” the order read.
