ICI Submits Crucial Investigation Documents to DOJ

Manila: Independent Commission for Infrastructure (ICI) Chair Andres Reyes met with Department of Justice (DOJ) officials on Monday to turn over documents and other materials it gathered during investigations into anomalous flood control projects. Reyes met with Justice Secretary Frederick Vida, National Bureau of Investigation Director Melvin Matibag, and Prosecutor General Richard Anthony Fadullon, among others.

According to Philippines News Agency, DOJ spokesperson Polo Martinez informed reporters that the DOJ will now study these documents to determine if they provide any leads that could be used to file cases in the future. This development follows the ICI's action on Friday, where it also submitted all documents and evidence for case build-up to the Ombudsman.

The ICI, a fact-finding body created late last year, was tasked with investigating alleged irregularities in flood control projects. These projects had come under scrutiny due to allegations of corruption involving billions of pesos in government funds. Recently, Reyes recommended that the ad hoc body conclude its operations by the end of March, citing that the panel had completed its recommendations and findings.

The panel has submitted its accomplishment report to President Ferdinand R. Marcos Jr., detailing its activities and achievements from September 15, 2025, to January 18, 2026. Notably, the ICI filed nine referrals before the Office of the Ombudsman, facilitated the referral of 66 individuals to the DOJ, and played a role in freezing 6,692 bank accounts estimated to hold PHP24.7 billion.
