ICC Appeals for Witnesses in Philippine Drug War Investigation

Manila: The International Criminal Court (ICC) has made a public appeal for individuals who have witnessed alleged killings and abuses associated with the Philippines' war on drugs from 2011 to 2019 to come forward. The call for witnesses is part of an ongoing investigation into possible crimes against humanity, including killings, torture, and sexual violence.

According to Philippines News Agency, the ICC has launched a dedicated microsite to facilitate contact between direct witnesses and the ICC Office of the Prosecutor. This platform allows individuals, particularly those from the Philippine National Police and other law enforcement agencies, to provide initial information that could assist the investigation.

The ICC's Office of the Prosecutor is specifically seeking testimonies from those who directly witnessed the incidents. They emphasize the importance of contributions from law enforcement personnel who may have been involved in incidents related to the war on drugs campaign, which spanned from November 1, 2011, to March 19, 2019. The office assures potential witnesses that their testimonies can be provided confidentially through the designated online portal.

Brig. Gen. Randulf Tua±o, chief of the Philippine National Police Public Information Office, addressed reporters, advising any officers considering testifying to seek legal counsel. He noted that the ICC's appeal for testimonies is not a legal obligation but an invitation for voluntary participation.

In a related development, former President Rodrigo Duterte has been in ICC custody since March 12, 2025, following his surrender under an arrest warrant for alleged crimes linked to the anti-illegal drugs campaign. Requests for his interim release were denied by the Pre-Trial Chamber in September 2025 and upheld in November. The court has yet to announce the schedule for Duterte's detention review hearing.
