‘House Book’ App to Enhance Transparency and Accountability in Congress

Manila: Speaker Faustino 'Bojie' Dy III on Monday announced the development of the 'House Book' app, a key component of the House of Representatives' shift to blockchain-enabled, fully digital processes aimed at making congressional work more transparent, accessible, and accountable to the public. Speaking at the resumption of the House session, Dy emphasized that digitalization is central to restoring public trust and ensuring openness in government.

According to Philippines News Agency, Dy stated that it is crucial to strengthen measures against corruption and develop systems to clarify fund usage and restore public confidence in the government. The Speaker from Isabela highlighted the collaboration between the House and the Department of Information and Communications Technology (DICT) to introduce blockchain technology for public access to congressional processes and documents.

Dy stressed that the initiative sends a clear message of transparency, indicating that there is nothing to hide and that the House is open to public scrutiny. He revealed ongoing discussions with DICT Secretary Henry Aguda, which have progressed toward creating a dedicated House application called the 'House Book.'

The app will enable House members and staff to monitor committee roll calls, track votes, and manage a large volume of documents, among other functions. Dy underscored that the ultimate goal is a fully digital and paperless Congress that operates faster and more efficiently, marking initial steps toward a transparent, accountable House that earns the people's trust.
