Exec Announces PHP1 Billion NOAH Budget to Enhance Flood Management in Philippines

Manila: The new PHP1 billion budget for Project Nationwide Operational Assessment of Hazards (NOAH) will not only provide the public with an improved flood forecasting tool but also help the government save billions in flood control by allowing it to assess a project's effectiveness before spending. Speaking at the Bagong Pilipinas Ngayon, Project NOAH Executive Director Mahar Lagmay highlighted the potential of this fresh funding to enhance their artificial intelligence-enhanced modeling, which will produce more high-resolution maps and better data-based analysis.

According to Philippines News Agency, this improved tool will enable Project NOAH to assist the Department of Public Works and Highways (DPWH) in aligning its flood control designs with actual terrain and simulated flood flows. Lagmay emphasized the importance of verifying the appropriateness of flood-control interventions before committing to significant infrastructure expenses, ensuring that resources are not wasted on ineffective projects.

Project NOAH leverages technologies such as LiDAR mapping and data analytics to generate real-time hazard assessments and predictive flood scenarios. The Department of Budget and Management (DBM) has allocated PHP1 billion to the University of the Philippines (UP) System to bolster the program. Of this, PHP935 million will support research services, while PHP65 million will cover general management and supervision for Project NOAH's implementation.

The DBM outlined that the funding will facilitate the procurement and deployment of essential ICT, digital, technical, and scientific equipment, along with the engagement of specialized technical personnel. This initiative is vital for strengthening the country's hazard assessment and forecasting capabilities. Project NOAH, implemented by the UP Resilience Institute (UPRI), aims to advance disaster risk reduction and management efforts across the Philippines.
