Manila: The Energy Regulatory Commission (ERC) has mandated distribution utilities (DUs) to submit comprehensive reports on the uptick in generation costs to facilitate 'timely regulatory intervention and consumer protection.'
According to Philippines News Agency, this directive comes in the wake of the government's declaration of a national energy emergency due to supply chain disruptions stemming from the ongoing Middle East conflict. The requirement applies to DUs whose blended generation rate has escalated by more than one peso per kilowatt-hour (PHP 1.00/kWh) compared to the previous supply month.
The ERC specified that these utilities must provide detailed justifications for their rate adjustments, including computations, supporting invoices from power suppliers, and any proposed staggered recovery schemes negotiated with suppliers. These submissions are to be made electronically at least five days before the planned issuance of monthly consumer bills.
This initiative is part of the government's broader strategy to mitigate the impact of rising global fuel prices on electricity costs. The ERC plans to closely monitor price movements and identify appropriate measures before passing these rate adjustments on to consumers.
"Protecting Filipino consumers while ensuring the stability of our power sector is our primary responsibility during periods of global volatility," said ERC Chairperson and CEO Francis Saturnino Juan. "By requiring early and transparent reporting from DUs, the Commission can better review rate increases, validate their basis, and implement measures like staggered recovery to alleviate consumer burden," he added.
The generation charge generally constitutes the largest segment of electricity bills and varies with the cost of power supply procured by DUs. The ERC has urged all power distributors to work with their suppliers on staggered recovery schemes, allowing consumers to pay the increase over time rather than in a single billing cycle.
The commission believes this approach will ease the immediate financial strain on households while ensuring legitimate costs are recovered in a manageable way.
