Eastern visayas: The Regional Development Council in Eastern Visayas (RDC-8) is advocating for the national adoption of the Quick Monitoring System (QMS) to promote energy conservation and reduce electricity and fuel usage. The council aims to integrate QMS into the electronic Regional Project Monitoring and Evaluation System (e-RPMES), reducing the need for physical site visits for project validation.
According to Philippines News Agency, the RDC-8 emphasized that while the e-RPMES provides standardized and timely monitoring reports, it depends heavily on manually inputted data. This reliance necessitates additional field-level validation to ensure accuracy and accountability in project monitoring. The council is recommending QMS as a digital validation tool to enhance transparency and support evidence-based decision-making without duplicating existing systems.
QMS, developed by RDC chairperson and Leyte Governor Carlos Jericho Petilla, offers real-time visual project documentation with AI-enabled validation, which improves transparency and accuracy. This system aligns with the Office of the President's Memorandum Circular No. 114, which mandates government agencies to adopt energy-saving protocols to cut electricity and fuel consumption by up to 20 percent.
The RDC's push for QMS stems from the current RPMES guidelines, which do not account for QMS outputs in their monitoring and reporting processes. QMS allows for continuous project monitoring through real-time, online time-lapse visuals captured by on-site cameras. Contractors use a mobile application on an Android device linked to their project, documenting progress with time-lapse camera footage uploaded to agency servers. The system also provides offline storage, ensuring automatic uploads when internet connectivity is restored.
