DSWD Emphasizes Importance of License for Safe Operations in Care Facilities

Manila: The Department of Social Welfare and Development's (DSWD) issuance of the Certificate of Registration and License to Operate (CRLTO) for social welfare and development agencies (SWDAs) is essential in ensuring the safety and proper care of clients housed in residential care facilities, an official said on Monday.

According to Philippines News Agency, in a radio interview, Assistant Secretary Irene Dumlao stated that registration and licensing allow the department to assess and monitor whether charitable organizations and SWDAs meet existing laws and standards on facility personnel, service delivery, and facility conditions, among other requirements. Dumlao emphasized the necessity of adhering to standards in providing aid or assistance, ensuring that registered SWDAs offer legitimate and proper services to their clients.

The DSWD spokesperson highlighted the statement in light of the recent suspension of operations of a facility run by vlogger Benjie Perillo, known as Bench TV. This facility had been providing shelter to individuals in street situations, including minors and persons with disabilities, without a valid license from the DSWD's Standards Bureau (SB).

Dumlao pointed out the importance of a multi-disciplinary team in residential care facilities to ensure that clients receive tailored care that meets their specific needs. She explained that the needs and management of vulnerable sectors vary, necessitating a multi-disciplinary approach involving various experts such as medical professionals, social workers, and psychiatrists.

Additionally, Dumlao mentioned that the DSWD evaluates the client-to-personnel ratio to ensure adequate attention and supervision. The department also assesses the physical condition and safety of facilities, including compliance with standards on room size, amenities, and overall living conditions of residents.
