DSWD-8 Plans PHP3.49 Billion Social Pension Payout for Indigent Seniors

Tacloban: The Department of Social Welfare and Development (DSWD) 8 (Eastern Visayas) is preparing to distribute PHP3.49 billion in social pensions to indigent senior citizens this year, working closely with local government units (LGUs).

According to Philippines News Agency, Lawyer Jonalyndie Chua, DSWD-8 information officer, stated that the program will assist approximately 291,507 senior citizens who do not receive any pension from the government or private entities. Chua emphasized the department's dedication to beneficiaries and stakeholders by continually implementing the program effectively. Preparations are underway for the release of funds to LGUs for the upcoming year under the Transfer of Funds (ToF) modality.

Under this approach, the DSWD transfers the budget for social protection programs directly to LGUs, enabling a more efficient distribution of stipends by minimizing logistical challenges. Chua highlighted that LGUs are well-positioned to distribute the assistance due to their understanding of local conditions, such as the distance from payout centers and the availability of senior citizens.

Each indigent senior citizen receives a monthly stipend of PHP1,000, distributed quarterly throughout the year. This initiative is part of the government's effort, as outlined in the Expanded Senior Citizens Act of 2010, to improve the living conditions of impoverished elderly individuals. The program aims to enhance their ability to meet daily subsistence and medical needs, thereby reducing hunger and preventing neglect or abuse.

In 2025, DSWD-8 successfully released PHP3.31 billion in social pension funds to over 276,000 seniors enrolled in the program.
