DOTr Reopens PUV Consolidation Under Public Transport Modernization Program

Manila: The Department of Transportation (DOTr) on Wednesday announced the reopening of consolidation efforts as part of the Public Transport Modernization Program (PTMP), providing an opportunity for public utility vehicle (PUV) operators and drivers to join existing cooperatives or establish new ones.

According to Philippines News Agency, the initiative was formalized under Department Order No. 2025-009, signed by DOTr Secretary Vince Dizon. This order permits PUV operators and drivers covered by the directive to become part of existing consolidated transport service entities (TSE) on routes where consolidation has reached or exceeded 60 percent.

The order also allows for operators of Public Utility Jeepneys (PUJ) and Utility Vehicle Express (UVE) to consolidate on routes with less than 60 percent consolidation, provided they have previously been authorized to operate on those routes. Additionally, operators who have not consolidated may continue to operate on existing and rationalized routes without a TSE until a transfer plan is implemented.

Secretary Dizon highlighted that the new order aims to alleviate the financial burdens faced by individual operators and cooperatives who struggle with loan repayments for modernized units and other associated costs. He expressed the need to prioritize those who have already modernized and joined the program, ensuring they do not incur financial losses.

Adjustments to the PTMP now allow operators and drivers to join or form new cooperatives in areas with existing routes. This provides a viable option for those who missed the opportunity to join in April 2024, allowing them to either join existing cooperatives or establish their own, particularly on routes with less than 60 percent consolidation.

To prioritize safety, Dizon stated that old jeepney units would undergo roadworthiness checks to ensure the safety of commuters and other road users.
