Calamba: The Department of Labor and Employment in Region 4-A (Calabarzon) launched the Biometrics Integrated Online System (BIOS) on Tuesday, streamlining the implementation of the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program for both implementers and beneficiaries. Held at the DOLE 4-A Regional Office Training Center in this city, the launch marks another key step toward modernizing public service delivery across the region.
According to Philippines News Agency, the system strengthens beneficiary validation, improves monitoring mechanisms, minimizes duplication, and enhances program integrity, ensuring that government assistance reaches the rightful beneficiaries efficiently and with accountability. DOLE 4-A Regional Director Erwin N. Aquino stated that through innovations such as TUPAD BIOS, the agency continues to advance a more modern, data-driven implementation of employment programs across the region.
By leveraging biometric technology, BIOS reduces manual paperwork and encoding errors, strengthens monitoring, and eliminates duplicate registrations. This results in more efficient program administration throughout Calabarzon. The event featured an overview of the system, the official unveiling of the TUPAD BIOS logo, and a live demonstration involving TUPAD beneficiaries.
During the rollout, beneficiaries directly experienced the platform's convenience, including faster validation, quicker TUPAD ID issuance, and more organized tracking of attendance and beneficiary data. One of the beneficiaries, Aileen Geli of Cabuyao City, Laguna, lauded the platform's efficiency, noting that the registration and validation process was completed quickly and seamlessly. Her comment highlights how the biometric innovation simplifies beneficiaries' participation in the TUPAD program across Region 4-A.
