DILG Urges LGUs to Expedite Renewable Energy Project Approvals

Manila: The Department of the Interior and Local Government (DILG) has directed local government units (LGUs) to streamline and speed up the approval process for renewable energy (RE) projects nationwide to support the country's clean energy goals. In a statement Tuesday, the DILG said it has laid down more streamlined guidelines for securing documentary requirements and clarified procedures for applicants seeking local approval for RE projects through Memorandum Circular 2026-032 issued May 11.

According to Philippines News Agency, under the directive, LGUs are required to issue a standardized Resolution of No Objection (RONO) through the Sangguniang Panlungsod or Sangguniang Bayan, replacing the previous Letter of No Objection (LONO) issued by local chief executives. The RONO formally signifies the LGU's support for a proposed RE project. The DILG said the measure aims to reduce unnecessary delays, eliminate redundant documentary requirements, and improve coordination between national government agencies and LGUs in line with the country's renewable energy targets.

Renewable energy projects include the development of infrastructure for energy storage systems, as well as solar, wind, hydro, geothermal, biomass, and other clean energy sources. To simplify transactions, the DILG said the process for applicants should involve only three steps: submission of application forms and documentary requirements, receipt of the order of payment, and payment of fees along with the issuance of the RONO.

LGUs are also required to act on applications within 45 working days upon receipt of complete requirements. If an application is denied, LGUs must provide a written explanation and specify remedial measures that applicants may undertake. The directive supports President Ferdinand R. Marcos Jr.'s push for energy security, conservation, and faster public service delivery following the issuance of Executive Order No. 110, which declared a national energy emergency and reinforced the government's commitment to clean and sustainable energy.
