DILG Enforces Ban on Street Drinking, Shirtless Roaming, and Late-Night Videoke in Metro Manila

Manila: The Department of the Interior and Local Government (DILG) has mandated stricter enforcement of local ordinances prohibiting street drinking, shirtless roaming, and late-night videoke in Metro Manila as part of its 'Safe City' initiative.

According to Philippines News Agency, DILG Secretary Juanito Victor 'Jonvic' Remulla announced that police have been instructed to ensure adherence to local government regulations on public drinking and videoke use beyond 10 p.m. Remulla emphasized that street drinking often leads to street fights and sexual harassment, which will now be prohibited. Videoke usage must adhere to time limits established by barangay, city, or municipal ordinances, and complaints can be reported to 911 for police intervention.

Authorities will also target individuals found shirtless in public. Remulla urged the public to wear appropriate clothing, stating that enforcement will be strict against those who roam without shirts. The DILG will also enforce curfew hours for minors, prohibiting them from staying on the streets after 10 p.m. if they are not enrolled in school or employed.

To bolster the initiative, the Philippine National Police (PNP) will deploy additional officers and establish assistance desks in key areas, including schools and transportation hubs. PNP Director for Operations Brig. Gen. Ponce Rogelio Pe±ones highlighted that the 'Safe City' concept focuses on the continuous strengthening of community safety through measurable and sustainable actions, including strategic personnel deployment.

Additionally, police units nationwide have been instructed to increase monitoring and action against the overcharging and exploitation by taxi drivers at transport hubs. PNP chief Gen. Jose Melencio Nartatez Jr. stated that airport and tourist police units were directed to combat illegal practices such as the 'kontrata' system. This initiative follows an incident where a taxi driver in Cebu allegedly overcharged K-pop star Soobin during his Holy Week vacation in the Philippines, which gained significant attention on social media.
