Manila: The Department of the Interior and Local Government (DILG) is seeking to collaborate with the Department of Information and Communications Technology (DICT) and Congress to discuss potential measures for restricting children's access to the internet and social media. This initiative comes in the wake of a tragic shooting at Banga National High School in South Cotabato, which resulted in the deaths of three minors, including the suspected shooter, reportedly a Grade 9 student, according to Interior Secretary Jonvic Remulla.
According to Philippines News Agency, Remulla emphasized the urgency of addressing internet access for minors, referencing similar measures implemented in Australia. He highlighted the complexities of online interactions, noting that children playing games like Roblox might simultaneously engage in conversations on different platforms, such as Meta. Remulla stressed the need for legislation to protect children from harmful content and influences accessible through the internet.
The shooting at Banga National High School marks the third mass shooting incident in schools since June. Initial investigations revealed that the perpetrator was a member of an online community known as True Crime, which allegedly promotes violence. Similar patterns were observed in previous incidents, with shooters reportedly influenced by violent online games or activities.
Remulla reiterated the importance of addressing internet use among children, advocating for limitations on social media access akin to measures adopted in Australia. He underscored that the issue lies not in blaming specific entities, but in recognizing the impact of internet exposure on minors' mental health, particularly those experiencing depression.
In a press briefing, Philippine National Police (PNP) Chief Gen. Jose Melencio Nartatez Jr. outlined investigators' efforts to examine the activities of the South Cotabato shooter, noting heavy internet use and engagement with violent online content. Remulla also called for legal guidelines on firearm storage compliance, urging the Supreme Court to allow PNP inspections of gun owners' homes to ensure proper storage.
Remulla emphasized the need for collective action, involving various stakeholders from local communities to national agencies, to address the issue of depression among children and provide access to appropriate mental healthcare. He plans to meet with the Department of Justice to formulate a petition to the Supreme Court for legal authority to inspect private firearm storage, emphasizing that firearm ownership in the Philippines is a privilege that requires responsibility and accountability.
