DICT to Distribute 48,000 Free Data SIM Cards to Cordillera Learners

Cordillera: The Department of Information and Communications Technology (DICT) in Cordillera is set to complete the distribution of 48,000 Subscriber Identity Module (SIM) cards to learners in Geographically Isolated and Disadvantaged Areas (GIDAs). Each SIM card will be loaded with 25 gigabytes of free data, replenished monthly for one year.

According to Philippines News Agency, DICT-CAR Regional Director Jimmicio Daoaten explained that the SIM cards are part of the "Konektadong Pinoy Act." This initiative is implemented in partnership with private internet providers with the goal of extending connectivity to all Filipinos, including those in remote areas. Daoaten highlighted that the 25 gigabyte data allocation will be replenished at the start of each month for a year from the time of activation.

The SIM cards are geofenced to the province where issued but can be used outside by topping up. Daoaten described them as similar to ordinary SIM cards but with government-provided free data connections. However, distribution, which began in December 2025, faced delays due to the lack of cell sites in targeted areas.

Daoaten, who has personal ties to Abra, noted inactive cell sites in Daguioman and Sallapadan. He emphasized the need for telecommunications companies to prioritize service provision over immediate returns on investment. The government, through DICT, is facilitating connections with satellite dishes, including Starlink, in schools, but Daoaten urged other players to recognize the importance of public service in connectivity efforts.

The current internet penetration rate in the region is 74.21 percent, with Baguio City achieving full coverage. Mountain Province has an 88.88 percent penetration rate, followed by Benguet at 81.4 percent, Apayao at 76.69 percent, Kalinga at 71.24 percent, Ifugao at 60 percent, and Abra at 41.25 percent.
