Manila: The Department of Human Settlements and Urban Development (DHSUD) has adopted a proactive approach to address the concerns of homeowners' associations (HOAs) nationwide.
According to Philippines News Agency, DHSUD Secretary Jose Ramon Aliling announced that this initiative aligns with President Ferdinand R. Marcos Jr.'s directive for government agencies to advance people-centered programs. The department is strengthening its engagement with HOAs through an open-door policy aimed at assisting homeowners and recognizing associations as key partners in community and nation-building.
Secretary Aliling emphasized the importance of being proactive and engaging directly with communities to support HOAs as partners. He highlighted the significant role HOAs play in nation-building due to their frontline presence in communities. Ensuring that HOAs are well-informed about DHSUD policies and guidelines is crucial for maximizing their potential as government partners and preventing disputes.
Aliling directed Undersecretary Roman Nicholo Molina and Homeowners Associations and Community Development Bureau Director Ling Rigor to review existing policies governing HOAs and explore improvements to better assist the associations. Currently, there are over 26,000 registered HOAs and neighborhood associations nationwide, with common concerns including issues related to the election and term of officers, and the collection of association fees.
Undersecretary Molina assured increased grassroots-level engagement between the DHSUD and HOAs to keep them updated on the latest regulations and involve them in policy development. An intensified information and education campaign on HOA-related matters is already underway, emphasizing the importance of well-educated stakeholders to avoid conflicts and ensure clarity of policies.
Secretary Aliling continues to advocate for an open-door policy to sustain dialogue with various housing stakeholders, including private developers, non-government organizations, urban poor groups, and national and local government officials, to improve and harmonize DHSUD programs and policies. The DHSUD reported that stakeholders have welcomed the move and submitted recommendations, which are now under review by technical working groups for potential inclusion in housing initiatives.
