DHSUD Extends HOA Re-Registration Until December 2026

Manila: The Department of Human Settlements and Urban Development (DHSUD) has announced an extension for the re-registration deadline of homeowners' associations (HOAs) previously registered with the Securities and Exchange Commission (SEC) and Home Insurance Guarantee Corporation (HIGC). The new deadline for compliance is now set for December 18, 2026.

According to Philippines News Agency, DHSUD Secretary Jose Ramon Aliling authorized this extension through Department Order 2026-007, series of 2026. This order grants a six-month extension beyond the original deadline of June 18, 2026, for the identified HOAs. The decision to extend the deadline was made following recommendations from senior officials and the Homeowners Association and Community Development Bureau (HOACDB), who conducted an assessment and consulted with stakeholders.

Aliling emphasized that the extension is a result of stakeholder consultations and online feedback. "After careful evaluation, we have come to this decision to ensure that all HOAs will be registered under DHSUD," Aliling stated in a news release.

Under Section 4 of the Republic Act 9904, known as the Magna Carta for Homeowners and Homeowners Association, all subdivisions and government housing HOAs, including those registered with SEC and HIGC, are required to re-register with DHSUD. This agency was formerly known as the Housing and Land Use Regulatory Board (HLURB).

As per Section 32 of the Revised Implementing Rules and Regulations (IRR) of RA 9904, any homeowners' association that fails to meet the re-registration requirement by June 18, 2025, will face automatic suspension. Suspended HOAs and their members will lose the ability to exercise their rights and powers as outlined under Republic Act 9904 and its 2024 revised IRR. They will also be unable to seek assistance from DHSUD for disputes and will not be able to file complaints at the Human Settlements Adjudication Commission.

It is important to note that HOAs registered under HLURB and condominium corporations are not subject to this order. DHSUD advises all HOAs to complete the re-registration process promptly to avoid longer processing times as the deadline approaches.
