Manila: The Department of Foreign Affairs (DFA) on Monday clarified that ongoing discussions to amend a memorandum of understanding (MOU) between the Philippine Coast Guard (PCG) and the China Coast Guard (CCG) are limited in scope and do not involve sensitive operations.
According to Philippines News Agency, the DFA spokesperson on maritime affairs stated that the proposed amendments aim to reestablish the Joint Coast Guard Committee on Maritime Cooperation, created under a 2016 agreement between the two parties. The DFA emphasized that the MOU is intended to serve as a formal channel of communication between the two coast guards and does not contemplate cooperation in sensitive operational areas, such as joint patrols.
The discussions are in line with the directive of Ferdinand R. Marcos Jr. to maintain open lines of communication with China while upholding the country's sovereignty, sovereign rights, and jurisdiction under international law. The DFA assured that negotiations are being conducted through proper diplomatic channels and extend beyond the Bilateral Consultation Mechanism meetings.
The department also confirmed that the talks have been duly reported to key government officials, including the National Security Adviser, the Secretary of Foreign Affairs, and the PCG commandant. The DFA reiterated that engagement and vigilance are complementary, not contradictory, and stated that the Philippines will continue to pursue practical maritime cooperation while remaining firm in defending its national interests.
