Manila: Department of Environment and Natural Resources (DENR) Secretary Raphael Lotilla called on officials and employees of the agency to stay focused on the core mission of protecting the environment while supporting responsible development, as he downplayed issues surrounding his appointment.
According to Philippines News Agency, Lotilla underscores the importance of continuity of operations, including reforms, as directed by President Ferdinand R. Marcos Jr. "The directive from President Ferdinand R. Marcos Jr. remains clear: government operations must continue, and priority reforms under the administration's agenda must proceed without disruption," he stated. Lotilla emphasized that the DENR's performance should be measured by the consistency and quality of its work, not personalities.
In a Palace briefing on Jan. 30, Presidential Communications Office (PCO) Undersecretary and Palace Press Officer Claire Castro mentioned that Malaca±ang is reviewing Lotilla's appointment records to ensure all requirements are in order. Lotilla's appointment was deemed bypassed three times after the Commission on Appointments failed to act on his nomination before Congress adjourned on Dec. 30, 2025. Castro, however, reiterated that there is no impending Cabinet reshuffle.
Meanwhile, despite his confirmation setback, Lotilla said the DENR is prioritizing preparations for its planning conference, which will guide the effective implementation of the agency's 2026 budget. With the General Appropriations Act (GAA) for 2026 approved later than usual, he noted that the DENR expects a compressed timeline for budget execution in the first quarter, particularly for infrastructure-related programs. He also highlighted the need to balance timely decision-making with strict compliance with environmental standards.
Lotilla reiterated that integrity and accountability remain central to the Department's work, noting that adherence to due process is essential to maintaining public trust and institutional credibility. Highlighting the Philippines' upcoming participation in a global meeting on critical minerals, to which the United States government invited the Philippines alongside other countries, he stated that all engagements will be guided by national interest. "Let us continue to move forward inspired by the Almighty and by our dedication to the public interest," he concluded.
