San juan city: The Department of Budget and Management (DBM) has issued a warning regarding potential delays in the execution of programs, activities, and projects (PAPs) if modifications are made to the 2026 National Expenditure Program (NEP). This alert follows President Ferdinand R. Marcos Jr.’s assertion during his fourth State of the Nation Address (SONA) that he would veto the 2026 General Appropriations Bill (GAB) if it does not align with the NEP.
According to Philippines News Agency, DBM Secretary Amenah Pangandaman emphasized during a post-SONA conference that President Marcos is committed to ensuring no major alterations are made to the NEP, often referred to as the President’s budget. Pangandaman highlighted the extensive effort it took for Marcos and his Cabinet to develop the proposed 2026 budget, a process that spanned approximately six months.
The 2026 NEP, slated for submission to Congress two weeks after Marcos’ SONA, underwent a meticulous preparation process before receiving approval from President Marcos himself, as stated by Pangandaman. She expressed concerns that any changes proposed by the legislative branch could hinder the timely implementation of government initiatives, as these would present challenges for agencies tasked with executing newly introduced programs during congressional budget discussions.
Pangandaman elaborated on the difficulties that might arise if the budget does not reflect the executive branch’s proposals, stating that deviations from the original plan would result in project delays due to lack of preparedness. She stressed that the discussions and planning conducted over six months were essential for the successful implementation of the budget.
President Marcos approved the proposed PHP6.793-trillion budget for 2026 on July 15. This budget, the largest in the nation’s history, aims to bolster critical sectors such as education, infrastructure, digitalization, health, and social services. The NEP outlines the national government’s fiscal strategy for the coming year and functions as a guide for Congress in formulating the GAB, which ultimately becomes the General Appropriations Act upon the President’s endorsement.
