DAR Issues Warning Against Circulating Draft on Land Clearance Policy

Manila: The Department of Agrarian Reform (DAR) has issued a warning to the public about a circulating draft document concerning the removal of clearance requirements for certain land transactions. DAR emphasized that this policy is still under review and has not been finalized.

According to Philippines News Agency, DAR Head Executive Assistant Nestor Ifurung Jr. stated in a news release on Tuesday that the Office of the Secretary did not issue the document. He clarified that the draft holds no legal force or effect and should not be used as a basis for any land transaction, proceeding, or official action.

"The document is still in draft form and remains under review, including consultations with concerned government agencies and key stakeholders," Ifurung said. He further mentioned that these discussions are essential to ensure that any future policy aligns with existing laws and protects the rights and interests of all parties involved.

Ifurung also noted that, although Agrarian Reform Secretary Conrado Estrella III had signed the document, the signature was only part of a preparatory step before official travel and does not signify approval or finalization. Ongoing discussions aim to ensure that the eventual policy will harmonize with existing legislation.

DAR has urged the public to refrain from sharing or relying on the draft document and to await official issuances through proper government channels. Ifurung assured the public that an investigation is underway to determine how the draft document was circulated without authorization.

"Those found responsible may face appropriate administrative, civil, or criminal sanctions in accordance with applicable laws and regulations," he added.
