DA-11 Intensifies Imported Rice Price Cap Enforcement

Davao city: The Department of Agriculture in Davao Region (DA-11) has intensified enforcement of the PHP50-per-kilo price ceiling on imported rice following findings from a June 1 simultaneous inspection at Bankerohan Public Market, the agency said Wednesday. Authorities have initiated a large-scale monitoring operation to implement Executive Order 118, which imposes a nationwide temporary price ceiling on imported regular and well-milled rice (5 percent broken) for 30 days. This measure is subject to lifting upon recommendation of the National Price Coordinating Council (NPCC).

According to Philippines News Agency, DA-11 Regional Director Macario Gonzaga stated that a Rice Stakeholders' Meeting was convened on June 9, gathering representatives from national agencies, local government units, and rice retailers across the region. Executive Order 118, effective May 13, aims to curb unjustified price increases, protect consumers, and stabilize the market. The government's approach prioritizes regulation and compliance over immediate penalization.

Gonzaga noted that the inspection serves to regulate the mandated price cap and ensure consumer protection from abusive pricing practices. Retailers will be given an opportunity to explain their pricing before any sanctions are imposed. He clarified, "Once inspected, if found to have violated the provisions, retailers can provide justification. Inspectors will issue a Notice of Violation, and this will be the time for retailers to present their explanation."

The strategy has shifted from announced visits to daily random spot checks. During the June 9 meeting, participants agreed to strengthen monitoring activities, conduct information campaigns for retailers, standardize rice price tags across the region, and activate Local Price Coordinating Councils (LPCCs) to support inspections and enforcement.
