CSC: Restrictions on Personnel Hiring in Effect Until June 30

Manila: The Civil Service Commission: The Civil Service Commission (CSC) on Tuesday reminded outgoing officials that restrictions on human resource movement remain in effect until June 30, 2025.

According to Philippines News Agency, the agency issued a public advisory indicating that these restrictions are connected to the upcoming May 12 midterm elections. CSC Resolution No. 1800692 Rule XI Section 112, dated July 3, 2018, specifies the conditions under which appointments made by outgoing officials could be considered valid.

The resolution requires that appointees meet the approved minimum qualification standards or those mandated under special law for the position they are appointed to. Furthermore, the appointees must have undergone screening by the Human Resource Merit Promotion and Selection Board (HRMPSB) prior to the implementation of the election ban.

“In this case, the appointing officer/authority or agency shall submit the minutes of the HRMPSB meetings and the evaluation report of the applicants,” the CSC stated. Additionally, the commission highlighted the necessity for the appointment to be urgently required to avoid prejudicing public service or risking public safety.

The CSC underscored that any appointments made after the elections and up to June 30 that fail to meet these stipulated requirements will be disapproved or invalidated when presented for attestation.
