Capiz: The Sangguniang Panlalawigan (provincial board) of Capiz approved a resolution declaring the province under a state of calamity. Provincial Disaster Risk Reduction and Management Office (PDRRMO) head Shiela Artillero stated that, upon the recommendation of the PDRRM council and Governor Fredenil Castro, the province fulfilled the requirements set by the national DRRMC through Memorandum No.60.
According to Philippines News Agency, the decision followed a rapid damage and need assessment (RDANA) which revealed that 216 out of 573 barangays were affected. The Department of Social Welfare and Development Field Office 6 (Western Visayas) reported that as of noon on Tuesday, 35,557 families were impacted by the calamity. Additionally, there were three fatalities, including two drowning incidents and one electrocution case.
Agricultural damage was significant, with 4,184 hectares affected, impacting 4,360 farmers and resulting in losses exceeding PHP105.74 million. One of the criteria for declaring a state of calamity was that at least 15 percent of the projected affected population required emergency assistance. In Capiz, 88 percent of local government units were affected.
Artillero noted that agricultural losses are expected to rise as the initial data was recorded on October 18. Infrastructure damage also disrupted service delivery across the province. Three local government units, including Roxas City and the municipalities of Ivisan and Pontevedra, have already declared a state of calamity.
Artillero emphasized the urgent need for more doxycycline and vaccines to protect residents’ health and safety. The province also faces a need for potable water due to inconsistent supply and is working to restore electricity where power was cut off for safety reasons. An additional 25,000 family food packs were requested during the visit of DSWD Secretary Rex Gatchalian.
