Biliran Business Group Calls for Urgent Infrastructure Upgrades on LCT Route

Biliran: The Biliran Chamber of Commerce and Industry (BCCI) has appealed to the national government for the immediate construction of adequate infrastructure for the Lighterage Cargo Transport (LCT) route, the province's primary connection to mainland Leyte due to load restrictions on the Biliran Bridge.

According to Philippines News Agency, the chamber acknowledged the swift action of the Biliran provincial government in establishing the barging system, which has been crucial in preventing a complete standstill in trade and travel. However, the BCCI pointed out that more than a year's reliance on the LCT route has highlighted significant policy and infrastructure deficiencies.

The statement from the chamber emphasized that these shortcomings jeopardize public safety, damage vehicles and goods, slow down logistics, and increase operational costs, which are ultimately passed on to consumers. The business group also referenced the recently concluded PHP30-million bridge repair project, noting that it resulted in only a marginal increase in the bridge's load capacity-from five tons to 15 tons.

Given this context, the BCCI argued that the lack of investment in alternative route infrastructure is neither practical nor sustainable. The chamber called on the Department of Public Works and Highways (DPWH) and other relevant agencies to promptly upgrade docking facilities, access roads, traffic systems, and safety features along the LCT route, emphasizing that these are essential economic infrastructure rather than temporary solutions.

The BCCI warned that ongoing transport disruptions continue to negatively impact the provincial economy, affecting supply chains, prices, and investor confidence. It highlighted the necessity of a clear, time-bound plan with transparent funding to develop secure and reliable docking ports and access roads.

In conclusion, the group expressed its readiness to collaborate with government and private stakeholders to ensure the smooth flow of goods, stable prices, and the protection of public safety.
