BI Plans Mobile Phone Ban Inside Taguig and Muntinlupa Holding Facilities

Taguig: The Bureau of Immigration (BI) is considering implementing a ban on mobile phone use within its holding facilities located in Taguig and Muntinlupa. This measure comes in response to reports of mobile phone smuggling, prompting the BI to explore alternative communication methods such as landlines and video call booths.

According to Philippines News Agency, Commissioner Joel Anthony Viado emphasized the urgency of addressing the issue in a news release, stating that immediate action is necessary when abuse occurs. He further announced plans to file cases against personnel found to be involved in smuggling unauthorized items into the facility. Raids conducted on detainees in both facilities on Friday were part of a double crackdown effort.

Viado referenced statements from deported Russian vlogger Vitaly Zdorovetskiy, who claimed to have had access to a mobile phone while in detention. Although the incident reportedly occurred in June or July of the previous year, and raids and confiscations took place intermittently, Viado deemed mass raids necessary based on recent information. The operation, led by the BI intelligence division, was conducted in coordination with the National Capital Region Police Office and the Bureau of Corrections.

All rooms, quarters, and areas within the facilities were thoroughly searched for contraband items, including unauthorized cash, phones, gadgets, electronic devices, cigarettes, e-cigarettes, knives, sharp objects, gambling cards, and related paraphernalia. The BI previously disclosed that Zdorovetskiy's companion, foreign national Malik Dejoun Okojie, was implicated in smuggling phones with assistance from his Filipino wife.

Viado announced the dismissal of three personnel found involved in phone smuggling activities. One contractual agent was terminated, while one officer and one staff member were relieved pending investigation. He warned that more dismissals could follow, stressing that incompetence or corruption will not be tolerated and that those neglecting their duties will face severe consequences.

Although the BI warden's facility serves as a temporary holding area for foreigners awaiting deportation rather than a jail, gadget use is strictly regulated. Mobile phones are permitted solely for contacting family members, embassies, or legal counsel.
