Iloilo: The whole-of-nation approach has played a significant role in the successful anti-insurgency campaign, according to the top official of Philippine Army's 3rd Infantry Spearhead Division (3ID).
According to Philippines News Agency, the approach enabled partnerships with local government units, national government agencies, and the private sector, which addressed numerous social issues. This collaboration was highlighted by 3ID commander Maj. Gen. Michael Samson during a media forum on Monday.
The provincial government of Iloilo has been instrumental in extending assistance through cash and livelihood support to rebel returnees under the Enhanced Comprehensive Local Integration Program (E-CLIP). This initiative has encouraged more rebels to abandon the armed movement.
Samson reported that 442 former rebels have applied for the government's amnesty program. He noted significant progress in the insurgency situation, stating, "We have gained a lot. I think there's a lot of difference in the insurgency situation before and now."
In Western Visayas, the anti-insurgency campaign has been deemed successful, with less than 10 members of the New People's Army (NPA) estimated to be in a survival mode. "They were last seen in Tapaz area. I was describing Tapaz, Capiz as their last stand and we are making sure that there will be no spillover in other areas," Samson said.
Samson emphasized the importance of monitoring and pursuing any sightings or movements of the communist terrorist group to ensure community safety. He added that while encounters with the NPA have resulted in neutralized leaders and members, the primary goal remains the safety and security of communities.
The Army encourages community members to report any information regarding the presence of the NPA. Samson warned that despite the current absence of reports, there is a potential for the group to recover if neglected, given the nature of the revolutionary movement.
