Casiguran: The Aurora Pacific Economic Zone and Freeport Authority (APECO) initiated the competitive bidding process on Tuesday for the development of its Ready-for-Fit-Out (RFFO) Building Phase 1. This PHP38.6-million infrastructure project is aimed at enhancing the ecozone's appeal to investors and boosting local enterprises.
According to Philippines News Agency, the project will focus on constructing a commercial facility within the APECO Corporate Campus located in Sitio Motyong, Barangay Esteves, Casiguran. The building is designed to offer office units that are structurally complete and ready for interior customization, enabling businesses to swiftly initiate fit-out and operational setup.
APECO officials emphasized that the RFFO concept is intended to reduce investment lead times and facilitate business operations within the ecozone. Gene Angel Ferrer, APECO's business development and marketing manager and chair of the bids and awards committee, stated, "The construction of our RFFO office units shows APECO's commitment to providing a business environment where investors can quickly establish and expand their operations."
The project is expected to be completed within 300 calendar days from the issuance of the notice to proceed. Interested contractors have until March 10 to acquire the complete set of bidding documents by paying a non-refundable fee of PHP25,000. These documents are also accessible for download via the Philippine Government Electronic Procurement System (PhilGEPS) and the APECO website, with payment required prior to bid submission.
A pre-bid conference is scheduled for February 26, 2026, at the APECO main office in Casiguran, its Satellite Office in Aseana City, Para±aque, and through Zoom video conferencing. The submission of bids will close at 12:30 p.m. on March 10, 2026, and the bid opening is set for 1 p.m. on the same day at the APECO main office and online.
In addition to the RFFO Building Phase 1, APECO is seeking bids for the PHP40.4-million Sewage Treatment Plant Phase 2 and for two 62 kilovolt-ampere (kVA) generator sets, valued at PHP8 million. The bidding deadline for these projects is also set for March 10.
