Angono: Ten police officers in Angono, Rizal have been relieved and placed under restrictive custody following accusations of illegally arresting a criminology student on a falsified drug charge.
According to Philippines News Agency, the Police Regional Office (PRO) 4A announced that the officers are temporarily held by the Administrative Holding Section of the Rizal Police Provincial Office as an investigation is underway. PRO-4A is conducting an internal probe to ascertain accountability and ensure due process is upheld.
The officers are facing an administrative complaint for grave misconduct and conduct unbecoming of a police officer, lodged by the victim with the National Police Commission (NAPOLCOM). The complaint challenges the legitimacy of the arrest, which was purportedly part of a buy-bust operation at 10 p.m. on November 10, 2025. However, closed-circuit television footage revealed that the student was intercepted at 5 p.m. while riding a motorcycle.
The student alleges coercion into confessing involvement in the illegal drug trade and claims to have been asked to pay PHP50,000, which was sent by his family via GCash. Despite this payment, a criminal case was filed against him, later dismissed by the prosecutor due to inconsistencies in the arresting officers' affidavits and conflicting statements from village watchmen and media representatives.
NAPOLCOM Executive Officer Rafael Vicente Calinisan stated that the Commission is committed to a decisive response and has instructed the Inspection, Monitoring, and Investigation Service to promptly investigate the complaint. Calinisan identified the officers involved as a police captain, a police chief master sergeant, two master sergeants, five staff sergeants, and a police corporal, all from the municipal police's anti-drug unit.
PRO-4A has expressed its support and promised full cooperation with NAPOLCOM's investigation.
