Marikina city: More than 240 residents from three homeowners' associations in Barangay Fortune, Marikina City, received their long-awaited land titles on Thursday. This marks the end of nearly 30 years of tenure insecurity under President Ferdinand R. Marcos Jr.'s expanded flagship housing program.
According to Philippines News Agency, the ceremonial awarding of Transfer Certificates of Title to beneficiary families was led by Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling and Social Housing Finance Corporation (SHFC) President and CEO Federico Laxa. This initiative is part of the Enhanced Community Mortgage Program (ECMP), a crucial element of the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.
The beneficiaries are members of three local organizations: Solid Santan HOA Inc., Samahang Pinagkaisang Maralita ng Santan HOA Inc., and Juancho Pacheco HOA Inc. These groups have occupied the land since the 1990s, working collectively to secure land tenure for their communities.
The issuance of land titles provides formal legal ownership documents to over two dozen families, acknowledging the community's three decades of effort. This turnover coincides with the Community Mortgage Program's 38th anniversary, underscoring DHSUD and SHFC's commitment to expanding community-based housing solutions for low-income families across the nation.
DHSUD Senior Undersecretary Eduardo Robles Jr., along with key agency officials and Marikina Rep. Miro Quimbo, participated in the awarding ceremony, supporting the historic event and its impact on the local community.
