15-Day TUPAD Tuloy Pasada Initiative Launched for Agusan PUV Drivers

Agusan del norte: The Department of Labor and Employment in Caraga Region (DOLE-13) has reported that 267 public utility vehicle (PUV) drivers in Agusan del Norte are now engaged in a 15-day Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers - Tuloy Pasada (TUPAD Tuloy Pasada) initiative. This program is part of the DOLE Integrated Livelihood and Emergency Program, designed to address the financial difficulties faced by transport workers amid rising fuel prices.

According to Philippines News Agency, the PUV drivers participating in the TUPAD Tuloy Pasada will continue their daily transport operations while being temporarily employed. The initiative provides guidance on service assignments, safety protocols, and micro-insurance coverage for the beneficiaries. Many drivers have reported reduced earnings, raising concerns over household income stability and the reliability of local transport services.

The drivers will perform community services and assigned tasks in their respective localities from May 21 to June 6, with payments based on the prevailing regional daily minimum wage. The arrangement allows for a flexible schedule of approximately six working hours per day, enabling beneficiaries to continue operating their transport services alongside their temporary assignments.

One of the drivers, "Manong Donato," expressed the challenges he faced due to rising fuel prices and reduced commuter numbers. He noted that the TUPAD Tuloy Pasada would help alleviate the financial burden and support his family's needs. Erick Balbin, a 32-year-old father of three, also expressed gratitude for the government's support, highlighting the program's significance for his family and transport operations.

The TUPAD Tuloy Pasada is implemented in collaboration with the Land Transportation Franchising and Regulatory Board in the region, ensuring affected PUV drivers receive temporary work opportunities without disrupting their regular driving routes. Beneficiaries were selected based on eligibility criteria, prioritizing those who have not previously received assistance under the government's Unified Package for Livelihoods, Industry, Food, and Transport program.
