MANILA-- The Quezon City Council has passed a resolution commending Barangay San Bartolome for being adjudged the best Lupon ng Tagapamayapa (peace council) in the National Capital Region .
City Resolution 6988-2017, introduced by Councilors Franz Pumaren and Godofredo Liban II, congratulated Barangay San Bartolome and its chairman Lamberto Pascual.
The Department of the Interior and Local Government (DILG) named Barangay San Bartolome as the Best Lupon in the National Capital Region (NCR).
The barangay represented Metro Manila in the national level of the Lupon Tagapamayapa Incentive Awards (LTIA) where it placed second in the nationwide search.
Then Interior Secretary Ismael Sueno together with DILG-NCR Regional Director Maria Lourdes Agustin, and Assistant Regional Director Juan Jovian Ingeniero handed over the award to the lupon members of Barangay San Bartolome.
The LTIA is an annual award established pursuant to Section 406(b) of the Local Government Code of 1991 and Executive Order No. 394, s. 1997.
This is in recognition of the Lupon Tagapamayapa's contribution in the promotion of the Katarungang Pambarangay objectives to strengthen it as an indigenous mediation structure capable of resolving disputes within a community and settled beyond the formal courts of justice.
It aims to institutionalize a system of granting economic benefits and other incentives to Lupong Tagapamayapa for reason of exemplary performance in settling disputes within their community.
Barangay San Bartolome was adjudged the best Lupon Tagapamayapa this year based on the following criteria: Efficiency in the operations of the Lupong Tagapamayapa; effectiveness in attaining the Katarungang Pambarangay objectives, and; creativity and resourcefulness in the administration of KP.
The award has four categories, namely: Highly Urbanized City, 1st to 3rd Class Municipality, and 4th to 6th Class Municipality.
