President Rodrigo Duterte has appointed Legazpi City Mayor Noel Rosal as chairman of the Regional Peace and Order Council (RPOC) in Bicol, to become the first mayor to hold the post after it was previously headed by governors in the region.
Department of Interior and Local Government Secretary Ismael Sueno recommended Rosal's appointment, which was approved by the President, while DILG-Bicol Director Eloisa Pastor handed over Rosal's appointment.
Rosal replaces Camarines Norte Governor Edgar Tallado who was reelected RPOC chairman two months ago by the Regional Development Council in Bicol with Rosal as his co-chairman. Tallado, however, was later dismissed from government service after the Office of the Ombudsman found him guilty of grave misconduct and abuse of authority.
A political ally of Liberal Party presidential standard bearer Mar Roxas, Rosal thanked Duterte for "the trust and confidence" despite his different political affiliation during the last elections.
"This is new and seldom is a mayor is appointed as RPOC chairman which is given to a governor most of the time," Rosal said.
He said his appointment as RPOC chairman will last until 2019.
"All plans for peace in order in Bicol will be submitted to the President specifically our war against drugs, criminality and insurgency," he said.
Rosal said he will convene the RPOC on January 24 to tackle all plans for peace in order situation in the Bicol region as way of promoting economic growth in the countryside.
