Police commanders told to submit names of quarantine supervisors

Joint Task Force Covid Shield commander, Lt. Gen. Guillermo Eleazar, on Tuesday ordered police commanders to submit the names of their designated officers who will serve as quarantine rules supervisor (QRS) in every barangay in their area of responsibility.

This came as the government pushes for the community-level enforcement of minimum health safety protocols in the fight against the coronavirus disease 2019 (Covid-19).

“According to Secretary of the Interior and Local Government Eduardo Año, there should be a whole of government approach in the fight against Covid-19 to ensure that we defeat the virus. That is why we are enlisting all government law enforcers down to the barangay level to make sure that every community in the country is covered in our effort to prevent further transmission of the coronavirus,” he said in a statement.

Eleazar said the QRS will serve as the PNP’s Covid-19 focal persons in the country’s more than 42,000 “barangays” (villages) in the country and will supervise the “barangay tanods” (village guards) in the implementation of mandatory wearing of face masks, observation of physical distancing, and prohibition of mass gathering that include drinking session and gossiping on the streets.

Aside from the barangay tanods, Eleazar said that the local government units’ Public Order and Safety personnel will also be involved in the strict enforcement of quarantine rules especially in public markets and other places of convergence.

He also cited the need for the JTF Covid Shield to get the names of the PNP Covid-19 focal persons in all the barangays in order to facilitate the cascading of the guidelines that would be issued for effective enforcement of quarantine rules at the barangay level.

Eleazar said he has also talked with DILG Undersecretary for Barangay Affairs Martin Diño regarding the matter.
