Napolocom cites citizens’ role in crime prevention

MANILA The National Police Commission (Napolcom) on Monday urged every citizen of the country to perform their respective individual responsibility to prevent the commission of crime.

Ang Quezon City Police District (QCPD) ay hindi na hinintay na magtatag ng cybercrime division ang PNP (Philippine National Police) kundi gumawa na ng sariling cybercrime division (The QCPD did not wait for the establishment of a cybercrime division by the PNP but rather established its own cybercrime division), Napolcom Commissioner Felizardo Serapio, Jr. said in his speech during the kickoff of the 24th National Crime Prevention Week at the Quezon City Memorial Circle.

Serapio said QCPD has one of the best, if not the best, crime solution rates in the entire country.

The Napolcom is cognizance of the important role you play in the crime prevention all throughout the country, Serapio said, referring to the personnel of the Department of the Interior and Local Government, PNP, Philippine Drug Enforcement Agency, Dangerous Drugs Board, Philippine Public Safety College, Bureau of Jail Management and Penology and the local government units as force multipliers.

Ang crime po ngayon ay nagiging complex dahil sa tinatawag nating technology development. Nagiging interoperability ang operation ngcrime (The crime now is becoming complex because of the so-called technology development. The operation of crime has become interoperability), Serapio said.

Serapio, a retired PNP general before he was appointed as Napolcom commissioner, said criminals tapping technological advancements have delved into cybercrimes, including computer fraud, identity theft and cybersex pornography.

Ang solution ay (The solution is) five years in the making, tinawag ang LGUs (local government units) and PNP were called. Isang stratehiya ang binuo na tinatawag na (A strategy was created which is the so-called) community-service oriented policing system. Inter-agency at ang law enforcement agencies ay sama-sama sa isang (Inter-agency and the law enforcement agencies are working together in a) whole of nation approach, he added.

Serapio said that the PNP and the law enforcement agencies cannot do it alone, but rather citizens' help and cooperation is needed in order to prevent crime.

Our objective is to have a zero crime, which can be done through a whole nation approach, Serapio said, urging everyone to perform their respective mandate responsibly. (PNA)
