MANILA The National Police Commission (Napolcom) has approved the renaming of the Philippine National Police (PNP) promotional examination titles in relation to the implementation of the police force's rank classification system.
This was announced by Napolcom Vice-Chairman and Executive Officer Atty. Rogelio T. Casurao after the Commission en banc approved Resolution No. 2019-477, dated June 14, 2019, which approved the renaming of the examination titles of the Napolcom-administered police promotional examinations for the ranks of Police Corporal to Police Lieutenant Colonel.
Due to the modification of the PNP rank classification under Republic Act No. 11200, the current promotional examination titles are no longer appropriate with the present rank classification, hence, it has to be renamed, Casurao said in a statement on Tuesday.
The new examination titles and the corresponding rank coverage are as follows: Police Officer 1st Class Examination for Police Major and Police Lieutenant Colonel (formerly Police Superintendent Examination for Chief Inspector and Superintendent); Police Officer 2nd Class Examination for Police Lieutenant and Police Captain (formerly Police Inspector Examination for Inspector and Senior Inspector); Police Officer 3rd Class Examination for Police Master Sergeant, Police Senior Master Sergeant, Police Chief Master Sergeant and Police Executive Master Sergeant (formerly Senior Police Officer Examination for Senior Police Officer I to IV); and, Police Officer 4th Class Examination for Police Corporal and Police Staff Sergeant (formerly Police Officer Examination for Police Officer II and III).
RA 11200 entitled An Act Providing for the Rank Classification in the Philippine National Police, amending for the purpose Section 28 of Republic Act No. 6975, as amended, otherwise known as the "Department of the Interior and Local Government Act of 1990" was signed into law by President Rodrigo Roa Duterte on February 8, 2019 and implemented by the PNP on March 25, 2019. Said law modifies the rank classification in the PNP and standardizes how police officers are addressed.
On February 8, President Rodrigo Duterte signed into law Republic Act 11200, which standardizes the way PNP officers are called.
The new law also clarifies the command and responsibility in the PNP for effective and efficient supervision and control among its uniformed personnel.
Earlier, PNP Spokesperson, Col. Bernard Banac, welcomed the President's move, noting that it will improve police performance output and productivity.
Banac said the modified classification will also make it easier for the public to understand the police ranking.
The rank classification will contribute to more performance output and productivity from the police for having high morale as they will be called again the way they were addressed before, in contrast to the present rank classification, which the public still finds difficult to follow and understand, he said.
Interior Secretary Eduardo M. AAo also hailed the signing of the new law.
We hope after the signing of the bill and they will implement the new system of ranks, we will have a donning of new ranks, AAo said in a separate statement. (PNA)
