Labor, management groups conduct dialogue to resolve deadlock on contractualization

MANILA-- Labor Secretary Silvestre H. Bello III expressed optimism that the deadlock on some of the provisions of the draft department order on contractualization will be resolved in the dialogue between labor and management groups.

"I told both labor and management groups not to close their doors. They will meet for a dialogue to break the deadlock on certain provisions of the draft department order," said Bello.

Last Tuesday, the labor and management groups requested for the deferment of the signing of the department order to give them enough time to have a dialogue with each other on certain provisions of the proposed D.O.

He also gave both labor and management groups four days to consult with each other and come up with a recommendation on the provisions which are not agreeable to them.

"I am willing to listen up to a certain point and I am also willing to wait for four days so that labor and management can talk and come up with a recommendation or agreement on the provision which they think are not acceptable to them," said Bello.

Based on the agreement during the National Tripartite Industrial Peace Council (NTIPC) meeting, the labor groups will provide a "negative list" or those provisions which they are not agreeable with. The said list will be the entry point of the dialogue between the labor and management groups.

"Baka magkaroon ng magandang pangyayari, ma-break ang deadlock," said Bello who also directed the Bureau of Labor Relations (BLR) to facilitate the dialogue.
