Iloilo province is included in the second tranche of the government’s Social Amelioration Program (SAP), according to the Department of Social Welfare and Development (DSWD) Secretary Rolando Bautista on Wednesday.
Bautista confirmed this after Iloilo Governor Arthur Defensor Jr., during the “Laging Handa” network briefing, asked the DSWD chief to help the province recover from the impact of the coronavirus disease 2019 (Covid-2019) pandemic.
“Nais ko lang ipaalam sa inyo, gov, na kasama ang Iloilo sa mapapamahigahan ng SAP for the second tranche (I would like to inform you, governor, that Iloilo is included in the distribution of SAP for the second tranche),” he said.
He added that beneficiaries of the second round include those who were not able to receive the SAP’s first tranche.
Though the DSWD based the list of SAP beneficiaries from the 2015 census, Bautista said he expects the local government units, particularly at the barangay level, to come out with eligible beneficiaries based on the Bayanihan To Heal As One Act (Republic Act 11469).
“What’s important in this, is we empower, we give authority to the local government units to determine the eligible beneficiaries,” he said.
Defensor said Iloilo was placed to less strict general community quarantine (GCQ) on May 16 but protocols particularly the strict physical distancing continue to affect the economy of the province.
However, Defensor said his province will continue to cooperate with the national government to combat the deadly Covid-19 which infected 23 people and killed four in Iloilo.
“We have been effective here in Iloilo because of our collaboration with national government. We look forward to working with you closely because medyo may problema pa tayo na hinaharap (we still have a problem in the future)” Defensor said.
Bautista said the distribution of the second tranche of emergency cash assistance under SAP will commence after the local government units (LGUs) have completed the liquidation reports of the first tranche.
He said PHP99.06 billion of the PHP100 billion allotted for the first tranche has already been distributed to 17.53 million low-income household beneficiaries as of May 26.
On SAP’s first tranche, Iloilo province has a total of 310,623 beneficiaries who received a total of PHP1.863 billion based on DSWD 6’s data.
As of Wednesday, the DSWD 6 said 100 local government units in the region are done with the payout.
Twenty-one of these local government units are from Iloilo province – the towns of Ajuy, Anilao, Balasan, Barotac Viejo, Batad, Bingawan, Calinog, Concepcion, Dumangas, Estancia, Leganes, Lemery, Maasin, Mina, New Lucena, Pototan, San Enrique, San Miguel, San Rafael, Sara, and Zarraga.
