The Department of the Interior and Local Government (DILG) Baguio City Provincial Office recently facilitated the conduct of capability building activities and extended other technical interventions to ensure that the city government formulates its Executive-Legislative Agenda (ELA).
An ELA, which is a powerful vehicle for effective local governance, is an integrated plan that contains the major development thrusts and priorities of both the executive and legislative branches towards a common vision for the constituents and locality. It also provides an opportunity for key stakeholders, particularly the executive and legislative departments, to work more collaboratively and in a more concerted effort.
During the transition planning workshop in San Fernando City, La Union, Baguio City Director Evelyn B. Trinidad presented the state of local governance focusing on the DILG programs to the local officials and department heads. The DILG also guided the participants led by Mayor Mauricio G. Domogan and Rep. Mark Go to set their development agenda for the city's executive department to achieve LGU competence.
Meanwhile, Local Government Operations Officer (LGOO) VI Anabelle Laron recently facilitated the conduct of Legislative Target Setting of the City Council and the department heads led by Vice Mayor Edison Bilog. Rep. Go graced the event and presented his priorities and plans for Baguio City.
Based on the workshops, the City Government of Baguio identified three top priorities - institutional development with emphasis on revenue generation, solid waste management, and peace and order.
