The Albay Provincial Disaster Risk Reduction and Management Council (PDRRMC) has issued advisory number 1, which places the province under a state of preparedness, after noting the presence of a tropical depression some 1,757 kilometers east of Mindanao which is outside of the Philippine Area of Responsibility (PAR).
Albay Governor and PDRRMC chairman Al Francis Bichara has issued the advisory shortly before noontime Thursday while calling for an emergency meeting with the DRRM councils in the cities and municipalities of the province and the Albay Provincial Safety and Emergency Management Office (Apsemo) at 1 p.m. today.
He advised the local executives to shift to a "state of preparedness" in their respective areas so they can immediately execute measures in their areas that would ensure the province's a "zero casualty" goal.
Bichara also asked the local DRRMs to immediately convene to prepare for the weather disturbance and review their respective risk reduction plans on floods, strong winds, storm surges, landslides, lahar and other forms of natural calamities.
He asked the mayors of the cities and municipalities, who head their DRRMs, for a readiness plan so evacuation procedures could be readied for residents "threatened by these forces of the nature."
Advisory number 1 has ordered "no sailing for small types of seacrafts" due to the abnormal sea conditions.
Bichara asked the local DRRMCs to immediately coordinate with the PDRRMC.
